A team of leading tax and dispute resolution practitioners and experts has been put together to facilitate a two-day tax dispute resolution masterclass to be held on the 17th and 18th of October, 2023 at Four Points By Sheraton.

The tax dispute resolution masterclass billed at 750,000 Uganda Shillings for physical attendance and 375,000 Uganda Shillings for online attendance is a specialized training program targeting tax professionals, legal experts, and financial advisors designed to equip them with knowledge and skills deemed necessary to help them navigate the ever fast- evolving tax landscape.

ALP East Africa and Birungyi Barata Associates are the organizers of this masterclass.

The Tax Dispute Resolution Masterclass will cover all aspects of tax dispute resolution such as tax audit procedures, negotiation techniques, alternative tax dispute resolution methods, tax dispute resolution strategies, and recent developments.

Mr. Cephas Birungi, Managing Partner of Birungyi Barata and Associates

Cephas is the founder and the Managing Partner of Birungyi Barata and Associates. He is an Advocate of the High Court, a commissioner for Oaths, a Notary Public, and a registered Tax Agent with the Uganda Revenue Authority. He is also the head of the Tax Cluster in the Uganda Law Society and a member of the IBA Tax Committee.

Cephas has over 35 years experience in Tax and 17 years in Legal having served in various capacities. He worked for the Ministry of Finance from 1984 and later on Uganda Revenue Authority where he retired as the Deputy Commissioner in 2004.

He represented Uganda in negotiations and drafting of various double taxation agreements for South Africa, India, Denmark, Mauritius, and Norway. He was instrumental in drafting the Income Tax Act 1997 in Uganda and the Tax Appeals Tribunal Act. Since 2004, Cephas has emerged as the best Tax Lawyer in Uganda according to IFLR and Global Law Experts; and has offered his professional services to the East African community, the World Bank, and International Finance Corporation Consultancies for the Malawi, Liberia, and Nigeria (Bauchi State) Governments among others.

Cephas has carried out Several advisory, consultancies, and Litigation for individuals, private, public, NGO, and Government bodies. He has made several presentations to ICAU, CATA, DANIDA, World Bank, International Bar Association, and Uganda Law Society among others.

Ms. Suky Lucy, Associate, ALP East Africa

Lucy is an Advocate of the High Court and all Courts subordinate thereto. Her areas of practice are
dispute resolution and transactional advisory.

She has vast expertise in real property transactions and is also experienced in overseeing the execution and completion of commercial contracts and guiding on comprehensive legal compliance therein.

Her dispute resolution practice spans from mediation and early dispute resolution to arbitration and litigation in contentious disputes.

Ms. Belinda Nakiganda, Associate Partner, Birungyi Barata & Associates

Belinda is an Associate Partner at Birungyi, Barata & Associates specializing in Taxation, Commercial
and Corporate Law, Construction Law, Arbitration, and Litigation. She is attached to the firm’s Tax,
Arbitration, construction, and Commercial and Corporate departments.

She also heads the firm’s Business Development Department. She has over ten years of experience in tax and legal practice and is a registered Tax agent with URA.

Belinda has represented clients during tax audits, compliance checks, and tax examinations with the Uganda Revenue Authority specifically in the analysis of tax computation, negotiations, consultancies, and litigation before the Tax Appeals Tribunal.

Belinda has vast experience in arbitration both as an arbitrator and arbitration lawyer. She has also handled several of the firm’s construction cases before dispute boards, and arbitration and negotiated on behalf of clients in contracts, and settlement of debts among others.

She also has experience in commercial and corporate transactions specifically the re-organization of companies, negotiations in loan agreements, and company secretarial works among others.

Belinda has been a team leader for four major consultancies of the firm with international clients which were executed to the client’s satisfaction.

Dr. Asa Mugenyi, Chairperson, Tax Appeals Tribunal

Dr. Asa Mugenyi is an accomplished lawyer and academic. Dr. Mugenyi has served from 2015 to date as
a Senior Lecturer at Uganda Christian University.

Since 2008, he has served as Chairman of the Tax Appeals Tribunal and since 1998 as a Partner at M/s Mugenyi & Co. Advocates.

Dr. Mugenyi has extensive experience as an academic in the subjects of Banking and Negotiable Instruments, International Law, Revenue Law, and Taxation. He has handled diverse legal issues ranging from legal advice to court proceedings on behalf of clients.

Dr. Mugenyi has also provided corporate services to a multitude of clients. Dr. Mugenyi holds a Bachelor of Laws (Upper Second) (LLB) from Makerere University; a Postgraduate Diploma in Legal Practice (Dip. LP) from Law Development Centre; a Master of Laws (LLM) from Makerere University and a Doctor of Laws (LLD) from the University of South Africa (UNISA).

Mr. Francis Gimara SC, Head, ALP East Africa

Francis is a consummate reputable legal professional, currently heading the Africa Law Practice (ALP) Group in Uganda and East Africa, the first fully integrated law firm in the region set up to support cross-border business transactions and regional integration initiatives.

Francis holds an LLM from Cambridge University, a Bachelor of Laws from Makerere University (Kampala, Uganda), a Diploma in Legal Practice from the Law Development Centre (Kampala, Uganda), and a Post Graduate Diploma in Business Administration from Herriot Watt University.

Francis has in the recent past served as President of the Uganda Law Society, and through innovative
leadership, several initiatives were rolled out under his tenure. One such initiative is the set-up of the
International Centre for Arbitration and Mediation in Kampala, a critical institution for the provision of
Alternative Dispute Resolution services in Uganda.

He is also one of the founders and directors of the Centre for Public Interest Law in Uganda. He is a member of the Rule of Law Committee of the East African Law Society, is a regular practitioner in the East African Court of Justice, and is a Consultant to the East African Community on legal matters.

In addition, he is the current Chairperson of the Public Procurement Disposal of Assets Appeals Tribunal, a body charged with the resolution of public procurement disputes under the PPDA Act.

He is a member of the East African Law Society, the Pan African Lawyers Union, the International Bar Association, the Rotary Club of Kampala, and the Chartered Institute of Arbitrators.

Mrs. Stella Nyapendi Chombo, Ag. Commissioner Legal Services and Board Affairs, URA

Mrs. Stella Nyapendi Chombo is a seasoned Lawyer and Tax Administrator, Corporate Executive and
Tax expert with over 15 years of experience currently serving as Acting Commissioner of Legal Services and Board Affairs Department and Board Secretary at the Uganda Revenue Authority.

Stella has vast experience in the fields of Legal Advisory, Tax Policy Development, Legislative Drafting, Contract Drafting, Negotiation, Alternative Dispute Resolution, and Board Governance. Through the years, she has risen in rank and standing to her current role having served as an Officer, Supervisor, Manager, and Assistant Commissioner and Assistant Company Secretary to the URA Board of Directors.

In addition to her role at the URA, she served as a Board Member for the Uganda Free Zones Authority from 2015 to 2021 and is also the Ugandan Country Correspondent for the African Tax Administration Forum and a member of the Legal Experts Committee of the African Tax Administration Forum a role she has held since 2017.

In her current role, she leads a team of diverse legal and technical professionals whose primary mandate is to support the Board Function and offer Legal Advisory services to the URA Board of Directors and URA Management.

Mr. Ronald Amega, Senior Tax Manager, Ernst & Young (EY), Uganda

Mr. Ronald is a Chartered Accountant who has vast experience and specializes in the areas of tax
accounting, individual and non-individual tax compliance, transfer pricing, international taxation, and
business advisory.

Ronald has worked at EY for 13 years. He has been exposed to clients in different sectors of the economy and this has instilled in him diverse technical skills in addition to enhancing his analytical, review, and evaluation skills.

Ronald’s work mainly involves the areas of tax accounting, individual and non-individual tax compliance, transfer pricing, international taxation, and business advisory.

Ronald is interested in making the world a better place and uplifting the lives of people I can influence, he loves a good life and being happy, traveling, and experiencing new things.

Mr. Tony Kalungi, Supervisor Income Tax Litigation, Uganda Revenue Authority

Mr. Tony is an advocate and he has experience with a proven track record of success in handling complex tax cases.

Mr. Solomon Rukundo, Manager of Taxation,
Grant Thornton, Uganda

Mr. Solomon is a highly skilled and knowledgeable professional who provides expert advice and assistance on a wide range of tax matters. He has an in-depth understanding of the taxation ecosystem
in Uganda and has authored a number of papers on the same.

He is an esteemed author and researcher and has a plethora of experience both in the Uganda Revenue Authority and in the private sector.
