Justice Ruby Aweri Opio: Government Issues Burial Programme, Judge Accorded All-Expenses Cleared State Funeral

The Government of Uganda has issued a funeral programme for the send off of deceased Supreme Court Judge Justice Ruby Aweri Opio who died of stroke on Wednesday, 7th December at Mulago Hospital in Kampala.

In a Statement issued on Sunday, 11th December, Prime Minister Robinah Nabbanja said the Government has constituted an Organising Committee to oversee the funeral arrangements and that President Yoweri Museveni has directed the Judge be accorded a State Funeral with all expenses covered by the Government of Uganda.

Prime Minister Nabbanja said the funeral arrangements are in accordance with Section 23 and Schedule 3 of the Administration of the Judiciary Act, 2020 which details the funeral arrangements of a deceased Supreme Court Judge.

However, this law provides for only 30% of the Supreme Court Judge’s gross annual allowance to be used for funeral expenses.

Justice Ruby Aweri Opio is the first sitting Judge to die in office since the passing of the Administration of the Judiciary Act in 2020.


Flags shall fly at half-mast during the mourning period.

Already a condolence book has been opened at the Judiciary headquarters and the Prime Minister said it will be open throughout the new week.

According to the programme, Justice Ruby Aweri Opio will be buried on Friday, 16th December, 2022 at Acungapenyi Cell in Kachung Western Ward, Agwata Town Council in Dokolo District.

  • 30% of the Annual gross allowance of the Judge earmarked for funeral expenses
  • Official Statement about the death made on TV, Radio, Print and other Electronic media
  • National Flags flown at half-mast during mourning period
  • Casket draped in the national flag
  • Casket escorted by Uganda Police Force in top roof flash light vehicles
  • Casket carried by ceremonially uniformed pall bearers from the Uganda Police Force
  • Body to lie in State for one day, for Public viewing
  • A Condolence book opened for signing by political leaders, dignitaries and the Public
  • An official guard to keep vigil and a bright light to light the Casket throughout the night
  • Parliamentary tribute with a band in attendance playing dirges
  • A funeral service in a place determined by Cabinet
  • Transport by hearse
